If the Italian citizen finds himself in an emergency situation (for example a tourist in transit who has to leave again and has lost or been robbed of his passport) and there is no time to carry out the necessary investigation for the issue of a new passport, the Consular Mission issues a temporary travel document (also called ETD - Emergency Travel Document) valid only for the return trip to Italy, to the country of permanent residence abroad or, in exceptional cases, for a different destination. It should be remembered that in the Schengen area, as part of their commercial policies, some airlines could allow boarding upon presentation of the report of theft or loss made to the local police authorities.

To obtain the ETD you must go to the Consulate, which will issue it after acquiring the following documentation and after carrying out the necessary checks: 1) report of loss or theft of the passport or other travel document, made to the Consulate pursuant to articles 46 and 47 and with the warnings pursuant to art. 76 of the Presidential Decree 445/2000;2) 2 photographs of the interested party (the same, frontal, in colour, 35 x 40 mm format);3) travel document of the applicant;4) receipt of payment of the cost of the document (currently equal to € 1.34) and any shipping costs if the interested party cannot go personally to collect the document.

Honorary Consulates are not authorized to issue the ETD, but are limited to sending the applications for it to the competent consular office and possibly delivering the document to the applicant.

It is recommended to report the theft or loss of the passport to the local Police Authorities as well, in order to facilitate border transit.

In general, it is advisable to keep a photocopy of the most important documents (passport, identity card, credit card) in a place other than the one where the original documents are kept, to facilitate assistance procedures in the event of theft or loss.

It should be borne in mind that on days before holidays and public holidays this form of assistance could be precluded due to the closure of the offices themselves and deferred - except in situations of proven emergency - to the first working day.

The ETD can also be issued to citizens of European Union member countries upon acquisition of the formal authorization by a diplomatic-consular representation or by the Ministry of Foreign Affairs of the applicant's country of origin and of the following documentation:1) report of loss or theft of passport or other travel document, made to the Consulate pursuant to articles 46 and 47 and with the warnings pursuant to art. 76 of the Presidential Decree 445/2000;2) report of theft or loss of passport or other travel document to the local police authorities;3) 2 photographs of the interested party (equal, frontal, in color, 35 x 40 mm format);4) travel document of the applicant;5) receipt of payment for the cost of the document (currently € 1.34) and any shipping costs if the interested party cannot go personally to collect the document.

Finding identity cards lost abroad

Identity cards stolen or lost abroad, if found, are usually returned to the consular offices in which the theft or loss occurred.

Therefore, those who have recently suffered theft/loss abroad and want to check whether their identity card has been found, are invited to contact the consular office with territorial jurisdiction for further information on the matter.

It should be noted that the possible withdrawal of the aforementioned documents can take place at the consular office where the discovery took place, according to the following methods:
- at the counters of the consular office;

- at the request of the interested party, by postal service with shipping costs at his expense.

With reference to identity cards issued by the consular network stolen or lost abroad, it will be the responsibility of the consular offices to notify the holder of their discovery, highlighting that they will be destroyed if their return has not been requested after one year from the date of discovery.
